History Mystery #9: An elongated pewter object from the 1700s

EasyGenie's History Mystery #9 has an unusual shape and purpose. It would have been common in places where official business was conducted, as well as some households. This one likely dates from the 1700s or early 1800s.

Size: The height is just over 6 inches. The base of this pewter object is just over an inch wide, but bulges out to 2 inches before tapering to a tip containing a myriad of small holes:

As with many objects that were once common, it faded out in the 1800s as new technologies came into being.
